10. Make sure both bearings are seated.
You really have to press hard to get both bearings in all the way. Take the wheel off and look at the bearing closely. If any part of the bearing is sticking out of the wheel you probably need to keep pressing that bearing in. Now repeat this process for all four wheels.
11. Put on the speed washers.
If you are missing your speed washers it's no big deal. If you have them then great. Put one on the axle, then put your wheel on next. Finally put another speed washer on. You have just made a speed washer and wheel sandwich!
12. Put the nut on.
Hand tighten for now.
13. Tighten your axle nuts
This is an important step because you don't want to tighten your nuts too much. Tighten the axle nuts slowly. Right when the nuts stops turning, untighten the nut a bit. If you tighten the nut too much you may crush your bearing sheilds. Repeat this process for all four wheels and you are ready to roll!
